TYPICAL
WORK ACTIVITIES:
·
Provides supervision
and control of financial activities related to general ledger accounting,
grants and contracts, budget control, financial reporting, cash management,
accounts payable, accounts receivable, cash receipts and disbursements, payroll
accounting, bank reconciliation, and all other financial aspects;
·
Plans and executes
short- and long-term financing of capital projects and activities, consulting
with bank officials, bond counsels and fiscal advisors and recommending
short-term investment of funds;
·
Manages the
financial operations of the Water Board, including design of financial systems,
preparation of reports, conducting financial analysis, and providing adequate
controls over all systems;
·
Consults with other
Directors to determine the broad policies of the Water Board relating to
business and finance;
·
Compiles and
interprets data and financial information to advise management and external
advisors;
·
Defines and
implements financial procedures for fiscal operations;
·
Provides financial
information, records, and support to and prepares special reports, schedules
and exhibits for auditors, both internal and external;
·
Provides fiscal
input and financial guidance in related activities such as payroll systems,
insurance programs, and purchasing procedures;
·
Provides forecast of
Water Board resources and requirements to aid management, departments and
others in making budget and long-range plans;
·
Contributes to the
effective team management of all relevant problems, issues and opportunities.
· Thorough knowledge of the principles and practices of municipal accounting; considerable knowledge of the principles and practices of public finance and applicable state and local laws and regulations; working knowledge of Microsoft PC applications and computerized accounting systems; knowledge of GASB (Governmental Accounting Standards Board) and FASB (Financial Accounting Standards Board) accounting standards; ability to plan, assign and direct the work of staff engaged in a variety of fiscal activities; ability to express ideas clearly and concisely, orally and in writing; ability to prepare and analyze a variety of financial reports and records; ability to establish and maintain effective working relationships with others;
MINIMUM
QUALIFICATIONS:
A) Graduation from a regionally accredited or
New York Stateregistered college or university with
Master’s degree in Accounting, Finance,
Business Administration or Public Administration with major coursework in
accounting and five (5) years of supervisory experience in government
accounting.
OR
B) Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Accounting, Finance, Business Administration or Public Administration with major coursework in accounting and seven (7) years of supervisory experience in government accounting.
