CSA Coordinator-Program Supervisor (CSA) Manassas City

Provides supervision, guidance, and direction to subordinate staff; coordinates and assigns work; identifies issues and concerns; gives advice and direction; reviews and resolves problems; provides technical expertise and training. 
 
Facilitate high quality, child centered, family focused, cost effective, community-based services to at-risk youth and their families within a local government structure as organized under the Virginia Children’s Services Act (CSA).
 
Interprets and applies complex local, state, and federal policies and regulations; develops and maintains local policies to coincide; provide training and technical assistance to community partners on CSA and PSSF, interpret, revise and write CSA related local policy, develop and manage the budget for CSA and related budget lines.
 
Coordinate and work in conjunction with the CSA Fiscal Agent and CPMT to ensure all expenditures are allowable, participate and provide information in state and local audits as needed, work closely with partner agencies to include, DSS, Schools, CSU, the CSB, to ensure collaboration supporting children, youth and families, promote family engagement practices in all areas of CSA, assist in developing work process that supports the use of alternative funding streams including Medicaid and Title I-VE. 
Provides guidance to the Community Policy and Management Team (CPMT) with development, implementation and revision of policies and procedures regarding the operation of the CSA program, which involves tracking legislation at the State and Federal level, writing draft comments for CPMT (Community Policy and Management Team) review and response of inquiries from the Office of Comprehensive Services (OCS); develops public comment submissions for the CPMT for submission to State agencies and State Executive agencies;

Develop and monitor a model utilization management plan and utilization review process that includes evaluation of service quality and effectiveness and facilitates public/private coordination around service delivery; reports results of such evaluation to CPMT. Assist CPMT in the development of measurable outcomes and a means of collecting and analyzing data regarding those outcomes; conducts periodic site visits to contracted facilities to ensure compliance.

Advises the Family Assessment and Planning Team(FAPT) in the development, implementation and revision of policies and procedures regarding; review of referrals, family participation in the FAPT process, development of the Individual and Family Service Plan, FAPT recommendation to CPMT regarding services and funds and designation of case manager; prioritizes family involvement and engagement in the FAPT process, and ensures that parents and caregivers are included in all aspects of service planning and provision; provides case managers and FAPT information on vendors, services, treatment options and modalities across the state;

Identifies the most appropriate funding sources for services and assure all resources have been explored prior to use of CSA funding.

Makes or ensures that all logistical arrangements are made for meetings of the CPMT and FAPT, including but not limited to providing the agenda, notifying participants (including parents) providing a confidentiality agreement, taking minutes and ensuring the proper representation of members on CPMT and FAPT as required by the Code of Virginia.

Operates an agency vehicle and a variety of office equipment and machinery such as copy machine, fax machine, printer, computer, etc. 

Performs related duties as assigned.
