The City of Chesapeake Public Works Department is seeking a well-rounded, enthusiastic individual to manage and coordinate the operation and maintenance of the Chesapeake Transportation System (CTS) which is comprised of the Chesapeake Expressway and the Dominion Boulevard/Veterans Bridge toll roads.

The selected candidate will have both breadth and depth of knowledge in managing a toll facility.

Duties include but are not limited to:

  • ETC System – Manage Toll Collection Operations that includes hardware, software communications networks and databases. Monitor, evaluate and optimize system to assure maximum revenue collection and efficient daily operation. Develop technical specifications and provide technical input for maintenance and management of ETC computer hardware and capabilities for data processing. Ensure the quality of preventive maintenance and repair of all toll collection equipment.
  • Traffic/Revenue – Prepare traffic and revenue trend analyses; provide technical support to the Transportation Toll Facilities Advisory Committee; coordinate and cooperate with local government agencies and municipalities including police, fire, and emergency medical units regarding road operations and collection of tolls.
  • Operations/Audit – Prepare and monitor overall CTS budget. Approve budgets and expenditures for ETC, maintenance and building/grounds review and approve specific control functions and audit practices for the toll road cash flow management. Review and recommend new and revised fiscal, administrative, and operational policies and procedures which have an impact across sectional lines, i.e. toll collection, cash management, accounting and auditing. Ensure compliance with Bond Indenture Agreement.
  • Personnel/Safety – Establish policies that enhance the safety of our toll collection personnel and customers. Develop standard operating procedures. Conduct performance evaluation. Review and resolve conflicts that arise within the facility due to department policies, regulations and personnel matters establish time frames and work priorities.
  • Public Relations – Oversee marketing and public relation activities. Establish standard for providing quality customer service. Communicate programs and policies to appointed and elected officials, civic and community associations, the media and other stakeholders to enhance the public awareness and understanding of the CTS's mission. Respond to written and telephone inquiries from internal and external sources.
  • Contract Management – Manage contracts, including hardware/software maintenance, toll collection personnel, Armored Car Services, etc. Ability to write Requests for Proposals and negotiate contracts. May initiate traffic studies or other studies such as traffic flow and peak traffic activity.
